She's a hybrid unit so wants that type of gear while Zeno is a TDW but the nice thing about him is that he inherintely has max TDW with his own TMR so you don't need special TDW gear like Bartz and Lightning's TMRs to get his TDW percentage up. Elena's bulkiness is what keeps her relevant though she of course can't put out the damage the latest and greatest can. Esther and Elena are still viable but starting to get long in the tooth. I'd say King Rain is the best to go for, he wins out in damage save for Olive being around the same level but he churns out more damage quicker due to his rotations and burst versus hers (according to Memelord on Reddit anyway) but he's all about the LB so the question would be do you have LB damage increasing gear like the materia "Heart Overcoming Hatred", the materia you get from the Asura Esper battle, Squall's STMR, etc.?
